Today the country is split up into three kingdoms. Our Shu-Han Empire is in a desperate state. This is truly a critical moment which determines whether we live or die in the days to come.

Yet inside the palace, serving officials work tirelessly; outside staunch soldiers go all out in risking their lives.

盖追先帝之殊遇,欲报之于陛下也。

It is indeed advisable to broaden Your Majesty's wise counsel, so as to honor the late emperor's legacy and uplift the spirits of the loyal and capable. It is not advisable to belittle oneself and make inappropriate allusions, thereby obstructing the path of loyal advice.

Within the palace and the government offices, all should be considered as one entity. Punishments and rewards should not differ based on personal bias. If there are those who commit crimes or violate laws, as well as those who are loyal and virtuous, they should be handed over to the appropriate authorities for judgment on punishments and rewards, so as to demonstrate Your Majesty's impartial and just rule. It is not advisable to show favoritism, causing different laws to be applied inside and outside the court.

The Chamberlains Guo Youzhi, Fei Yi, and Dong Yun are all virtuous and loyal, with pure intentions and loyalty. Thus, the late emperor selected them to leave for Your Majesty. I believe that for all palace affairs, regardless of size, Your Majesty should consult them thoroughly before implementation. I was deeply moved and thus pledged my loyalty to serve him. Later, when disaster struck, I was entrusted with a mission during the army's defeat and given a command during times of crisis. Since then, twenty-one years have passed.

The late emperor knew of my cautiousness, so he entrusted me with this great task before his passing. Since receiving the command, I have worried and sighed day and night, fearing that I might not fulfill the trust and thus tarnish the late emperor's wisdom. Therefore, in May, I led the army across the Lushui River and ventured into barren lands. Now, the south is pacified, and we have sufficient weapons and armor. We should rally the three armies and march north to restore the Central Plains, striving with all our might to eliminate the wicked and restore the Han Dynasty to its former capital. This is my duty to repay the late emperor and remain loyal to Your Majesty. As for weighing the pros and cons and offering sincere advice, that is the responsibility of Guo Youzhi, Fei Yi, and Dong Yun.

I hope Your Majesty will entrust me with the task of defeating the rebels and restoring the Han Dynasty. If I fail, then punish me accordingly to appease the spirit of the late emperor. If there are no words that promote virtue, then hold Guo Youzhi, Fei Yi, and Dong Yun accountable for their negligence and make their faults known. Your Majesty should also seek your own counsel, consult and adopt good advice, and deeply remember the late emperor's bequest. I am overwhelmed with gratitude for the favor shown.

The First Ruler had accomplished but half

his great task at his death. At this

moment the empire is in three parts, and

our country is weak; it is a most critical

moment for us. Still, ministers are not

remiss in the capital, and loyal and devoted

soldiers sacrifice their lives abroad, for

they still remember the special kindness of

the First Ruler and wish to show their

gratitude to him by service to Your

Majesty. Therefore it would be indeed

fitting that you should extend your holy

virtue to glorify his virtuous memory in the

stimulation of the will of your purposeful

officers. Your Majesty should not lose

yourself in the pursuit of mean things,

quoting phrases to confound the eternal

principles of rectitude, and so preventing

remonstrance from honest people. One rule

applies to the palace of the Emperor and

the residence of a courtier; there must be

one law rewarding the good and punishing

the evil. Evil-doers and law-breakers, as

also true and good people, should be dealt

with according to their deserts by the

officers concerned in order to manifest Your

Majesty''s impartial and enlightened

administration. Partiality is wrong, as is

one law for the court and another for the

regions.
